[Distutils] Installing stdeb on vanilla Ubuntu

Not necessarily. You should know, however, that setuptools has 
effectively been discontinued and will not get any bug fixes.
The distribute bootstrap will replace setuptools with a fake package, so 
it's a true drop-in replacement.
