Indeed, and the following seems to give a close-enough approximation of 
what will show on PyPI:

bin/buildout -q setup setup.py --long-description | rst2html.py 
--link-stylesheet --stylesheet=http://www.python.org/styles/styles.css > 
dist/desc.html
