[Distutils] static libs, unixccompiler.py, darwin

We are stilll using  1.5.2 just because it is about twice as fast  as 2.1
on our application and about 30% faster than 2.0. Apparently 2.2 is
somewhere between 2.1 and 2.0 in terms of performance.
So pleaser do not pahse out 1.5.2 before a new version of the interpretor
with comparable execution performance is available
