Don't forget, Distutils seems to work fine on Windows as long as cl.exe
is in your PATH.  I agree that it would be better to be more ironclad
(ie. get the VC++ bin directory from the registry if possible), but for
now it seems to be muddling along (modulo stupid bugs in my code).
