[Distutils] generating pyc and pyo files

I just did a scan of Greg's "build_py" which caused me to
recheck compileall.

Is it true that the only way to generate .pyo files is to
rerun python with -O?  Looks like things are that way, so
I'll need to change things in my Makefiles to generate both
sets of compiled files.

Umm... Umm...  I disagree with that !  Phew, the universe has
regained some stability :)
