[Distutils] Distutils 0.1.2 almost ready

Hi folks --

I've finally gone on a bug-fixing spree to clean up all the easy
problems in Distutils 0.1.1.  The harder problems will have to wait
for 0.2, but for now I'm going to release these fixes as 0.1.2.  Before
I do that, I've put out a code snapshot with all the fixes -- please
download it and give it a try, especially if you reported problems with
0.1.1 or if you run Windows.
