[DB-SIG] Use of record sets

Scavenging the mail folder uncovered M.-A. Lemburg's letter:

i agree. this (not the fact that i agree ;-) but the fact that exists a
module that works with all DB API compliant drivers) closes the argument.

but, while we are at it, what is the decision procedure for this sig?
i mean, the other argument, the one on typecasting ended with some 
proposals and nothing done? what should we do? should i write a resumee
and thensubmit it as an ufficial addition to the db api? and *how*
do you/we accept stuff like this one? there is a voting procedure?
