[DB-SIG] Date-time types

One question:

The time module uses 0 as monday, 1 as tuesday,... should
the tuple-method of the new type also use this convention,
or rather stick to what the C lib does (0=sunday,1=monday,...)
which -I think- is ISO standard ?
