[C++-sig] boost/python/detail/python22_fixed.h missing from Boost RC_1_31_0 installation

I know what to change... I'll fix it tonight. And good catch on this one :-) 
The problem is the install code is not checking for *.h files in the includes 
only *.hpp files.
