[C++-sig] bpl_utils update

I have just updated the bpl_utils:

This should work with the latest boost code from cvs. However, I've only tested
with Compaq cxx 6.5.

P.S.: The bpl_utils include code for the automatic conversion of Python lists
or tuples (and other "measurable" sequences) to STL containers.
