[C++-SIG] Shutting down the SIG

The yearly review of the C++ SIG's activities is long overdue (the
expiration date was June last year). Looking through the archive, I
find that the C++ SIG has been mostly a misguided forum for random
C++-related Python questions. The real work seems on C++ bindings for
Python to be going on elsewhere.

This SIG hasn't done anything towards its goal or charter. So let's
admit that this SIG serves no longer a purpose, and shut it down.
Python SIGs are supposed to have a clear goal and charter.
