Color changes are permissible to conform to a site's or an event's color scheme, but the logo shape may not be changed. Other elements may be added near the logo, but not attached -- there must be a separation. The place to go to ask for an official OK is the PSF Trademarks committee; send email to . The Python logo that is currently displayed at the bottom of http://pydata.org is a bit problematic. The embellishments on it have changed the logo's shape. I seem to recall that derivative image having come up at the PSF Trademarks committee in a different context, and it was not approved. I had a chat with him on twitter once about doing a conference in Turkey but his concern was lack of an audience. Your interest suggests that this might not be the case. As for first steps, I'd start by gathering a small bunch of people who are interested and then start discussing how to go about things. Most of the issues will be local (getting a venue etc.). Things will become more concrete then and mailing this list will help. I think the PSF can allow you to use tr.pycon.org and help with hosting a mailing list (others on this list can confirm).
