[Chicago] Google Colaboratory Jupyter notebooks

The reason why it is a Janky clone was the current solutions had a number
of limitations that they had to work around. This system addresses a number
of limitations that Juypter had at the time and was use internally for
years. Also, contributing this back might be hard if it was built around
Google services so open sourcing this fork might not even be feasible.
