[Catalog-sig] Can't upload to PyPI

Problem solved!

I looked at the sources for distutils to see whether I could figure out
what it was doing. It was the "~" that got me, it's not something that
I've ever thought about. It was looking at a .pypirc stored where I'd
never thought to look... :-(
