[Catalog-sig] Flag to tell pip to only install uploaded files

I was unpleasantly surprised by a few that I use that aren't directly from the index. 

I don't know how likely an on by default option would be as that would be a fairly
major change and will break for a lot of people who don't know to use it. I would
be majorly for it being on by default otherwise.
