The talk I gave at djangocon.us a couple weeks ago [1] covers this
material, though certainly not as in-depth as it could be covered, and
with a focus primarily on pip.

I would be willing/interested in doing (or co-presenting) a PyCon
tutorial on solutions for managing local package repositories.
