[Catalog-sig] Syntax highlighting for code examples on PyPI

Unfortunately, I still have no idea what those few lines might look
like, or what possible undesirable consequences of such hooking
might be. Fortunately, Georg has volunteered to write them (or do
whatever is necessary to implement the original request).
