I don't believe so... their comments will carry their login name and
show the rating and all this will be visible to the public. Even if the
comment just says "Great work" or "Doesn't work for me", that's already
a lot better than casting an anonymous vote.

By requiring a public comment, there's more incentive for people to
think twice before pressing the submit button.

That said, I don't think it's a good idea to try to reinvent a
wheel that has already been invented many times over. Just look at
the successful systems running on e.g. Amazon and eBay. We don't
really need to go through all the pain they've gone through to
build successful systems again.
