I haven't implemented Disqus before, but I think it is just a matter of
embedding some Javascript/HTML in each page.

I'm not sure it's a good idea.  While I agree the current system really
needs some UI work, that work isn't very extensive (just some small layout
changes and CSS).  But it uses the existing PyPI auth system, includes
ratings, and makes it possible to implement PyPI-specific details (like
using package author information in the system, or relating comments to
versions in different ways).  I don't think we want to encourage comments to
become a discussion forum, so the features Disqus offers don't seem that
applicable.
