[Catalog-sig] new version of ciphon

    I've finished another version of ciphon, basically the changes
are:

    readline support
    support for automatically updating the list of servers and packages
    support for configuring ciphon in ciphon
    better package and server formats
    a new info command to get information about a package
    ciphon cleans up after installing files

A tarball is available at ftp.community.tummy.com in /pub/python-packages
