For a project a couple of years ago, I based it upon CherryPy for the
web framework, Mako for HTML templating, and SQLite as the back-end
datastore.  I didn't bother configuring a web server to proxy for it,
it was designed to be accessible from the local host only.  It was
designed for a very small number of people to interact with at once so
I don't know how much stress it could really handle.
