Try mitsu.in  for a domain registration and host the website in appspot.
I find this combination to be the cheapest of all. I have always been
doing/using this combo.

Also, if the number of users is just going to be 5-10, then google
apps<http://www.google.com/apps/intl/en/group/index.html>should be
good.
