[AstroPy] Python4Astronomers - refreshed and Python-3 compatible

The Python4Astronomers site (http://python4astronomers.github.io/) has
gotten a long-overdue refresh:

   - Python 3 compatible where possible
   - Remove deprecated packages like PyFITS and use astropy more
   consistently and idiomatically.
   - Update installation instructions and add Ureka as a recommended option.
   - Change from ipython --pylab to ipython --matplotlib everywhere.
   - Move VO tutorial out of the main lineup since it depends heavily on
   orphaned packages.
   - Remove section on ATPy (the inspiration and predecessor for astropy
   Table).

Finally, but certainly not least, the site now uses a modern styling that
should look very familiar!
