[AstroPy] Proliferating py-astro-libs

Oh yes. This is increasingly becoming more important. There are bits  
and pieces, but this is  one area where we really want to start making  
progress. One package that is often cited as important is the twodspec  
package, so we are beginning to start working on replacing  the  
functionality there, and not just for space-based needs.
