[AstroPy] Is There an AstroCalc Modulo?

Note that there is also the NOVAS library from the US Naval
Observatory, which does not have the licensing restrictions that
SLAlib has.  However, currently there are no Python binding for this
library.  It is my hope to provide some one day.
