It is a subroutine library and sample applications which implement techniques from _Astronomical Algorithms_ by Jean Meeus. It includes the full VSOP87d planetary model. The Python and C++ branches are independent of each other. The code has been tested on Linux and NT. There are no graphics applications. There are a couple of demo CGI interfaces, showing how to use CGI from Python.
