JPI has an opening for a Consultant to provide Business Management Support Services to the USCG Strategic Workforce Planning HR Analytics Division with a focus on strategic priority development through collaborative project management, follow on performance measurement, and progress tracking, as well as senior leadership engagement and communication to USCG priorities. The Contractor will work in a highly collaborative environment, advancing USCG Senior Leadership priorities by knowing and aligning to Department of Homeland Security (DHS) and national priorities; designing and initiating communications and program management activities to align internal USCG activities; and developing, measuring, and communicating USCG strategic plans.
*Facilitating the transition of USCG HR data analytics from the Microsoft suite (such as Excel, Access, etc.) to an internally developed system utilizing the Python language.
*Acting as a Subject Matter Expert (SME) for the design and implementation of the above data analytics system.
*Conducting comparative analysis of data output from the previous model and developed system to ensure the accuracy and the efficacy of the new system.
*Providing guidance and direction in the fielding of common software on the USCG network. Working with USCG staff to streamline operations and assist in improving performance, reducing errors, improving customer service, and providing data analytics.
*Conducting occasional code reviews and remediation in addition to guidance regarding modern software development practices.
*Communicating and coordinating with other script writers to enhance the learning of scripting and providing tools to users.
*Assisting in the generation of project management artifacts.
*Assessing project status based upon established project milestones.
*Participating in project reviews and providing recommendations to USCG project managers for project cost, schedule, and performance, improvements.
*Providing input in risk and issue tracking and mitigation.
*Providing input on project management process improvement.
*Supporting preparation and retention of project management deliverables and artifacts.

*A Bachelor’s degree in Computer Science, Engineering, Business, or a related field
*At least 3 years of relevant experience, preferably 5 years of experience
*Experience providing guidance and direction for multiple projects, implementing initiative management principles, business process development, business reengineering, and strategic business projects.
*Experience managing projects of high complexity and to direct the completion of projects within estimated time frames and resource constraints.
*Demonstrated experience coordinating all stakeholders to tasks and review work products for completeness, quality, and adherence to customer requirements.
*Experience reading and interpreting government policy, regulations, and directives, and to apply those interpretations when directed by the Project Manager or designee fully and legally to all PWS activities.
*Ability to communicate effectively, both orally and in writing, with executive level personnel.
*Demonstrated experience providing executive level coaching.
*MUST BE ABLE TO OBTAIN SECRET CLEARANCE
