I haven't done any extensive testing, but I'm quite sure that sgmlop
1.1 supports it.

I'm quite sure that expat doesn't support it, which means that most
expat-based toolkits (pyexpat, PyXML, ET's default parser, Gnosis,
Amara, et al) won't handle it.

As for the libxml2-based toolkits (libxml itself, lxml), I don't know.
