[XML-SIG] pyxml wants Internet connection?

I'm trying to use Python to read an Apple property list XML file that
contains:

<!DOCTYPE plist PUBLIC "-//Apple Computer//DTD PLIST 1.0//EN"
"http://www.apple.com/DTDs/PropertyList-1.0.dtd">

It appears to be the case Python's XML parsing libraries connect to the
Internet in order to read the DTD. If my computer is not connected to the
Internet, an exception is raised and the XML isn't parsed.

Is there something I can do to tell Python not to check the DTD?
