This is not quite the way it worked.  SOAP 1.1 was done by a small group 
of individuals.  Your complaint has validity for SOAP 1.2 :)  XML RPC 
was a "pre-release" of SOAP because Dave Winer got tired of waiting for 
MSFT to allow their folks to sign-off on SOAP.

For myself, SOAP 1.1 hits the sweet spot; XML RPC is too limited and 
SOAP 1.2 is too yucky.
