[XML-SIG] Transforming text data to XML

Hi all,
Are there any libraries for converting text data to xml ?
I tried using the XMLGenerator that comes along with saxutils, but it has no 
support for DTD.
Is there any python library which does the following :
Given a DTD and a text file, outputs well-formed valid XML data (atleast 
something close to this functionality ) ?
