[XML-SIG] is libxmltok1 used in pyxml

Expat used to include a library called libxmltok.a (or xmltok.dll on
Windows), but that hasn't been used for a while.  What version of
Expat was used to build that version of PyXML?  If it was Expat 1.0,
1.1, or 1.2, the dependency is right.  If 1.95.x, it can be dropped.
