Argh!  You're right -- this gets back to every XML spec treating URLs
just a little differently, as someone (PaulP?) recently noted on
XML-Dev.

As far as the URI specification is concerned, this is still a lexical
issue.  I think this means we need a URI parser that returns lexical
information instead of structural information.

So, once more, we need both.  Annoying, but I doubt we'll fix the RDF
use of URI manipulations from here.  (And somehow I don't find myself
motivated to try!)
