[XML-SIG] PyLTXML installers and sources: new versions, using distutils

For those interested in a high-speed pull-style approach to XML, with
optional validation and namespace support, the Python binding of the
LT XML API is now re-released using distutils, with binaries (i.e. no
need to build LT XML first) for

  Linux (a relocatable RPM);
  Win32;
  Cygwin;
  FreeBSD;
  Solaris

as well as a build/install-ready source distribution (but to build
this you _will_ need to install LTXML first).

All GPL.

I'm new to this distutils business, please let me know _gently_ if
this doesn't work for you, with lots of details.
