[XML-SIG] Dropping xml.marshal

  Given the recent discussion on the XML-RPC list, and the
availability of xmlrpclib, I'd say that certainly xml.marshal.xmlrpc
can go.  I don't have any opinion on the others, but see no reason to
keep them if they aren't being used.
