Another data point -- the XML Infoset says:

 For Element Information Items[1]:
  [namespace name] The namespace name, if any, of the element type. If
  the element does not belong to a namespace, this property is null.

 For Attribute Information Items[2]:
  [namespace name] The namespace name, if any, of the attribute.
  Otherwise, this property is null.
