[XML-SIG] dtddoc: New version of dtddoc released

Changes since version 0.11:

 - lots of bug fixes (all those silly errors should be gone now)
 - some internal code cleanups
 - a regression test has been added to avoid embarrasments like the
   0.11 release
 - now supports Python 2.0
 - RefEntry backend now produces well-formed XML instead of SGML
 - support for documenting groups of attributes together and
   referencing these groups from elements that use them
