[XML-SIG] DTDHandler and EntityResolver

  This is important.
  Do you have patches ready?  We're running low on time.  ;(

  Are both required for conformance, or just DTDHandler?  My guess
would be that EntityResolver is optional here since there's no
requirement from the recommendation that external entities are
processed, but that's just my (limited) understanding.
