[XML-SIG] Trouble report #3 for XML beta source distribution

Folks -

I'm reporting trouble with the XML beta source distribution from
http://www.python.org/topics/xml/download.html.

I believe that there's an error in the file xml/test/quotations.xml.  The
start tag doesn't match the DOCTYPE in the DTD.  I don't think that's an
intentional error.

To fix this bug, the contents of the file should be enclosed within
<quotations> ... </quotations> tags as specified by the DTD.
