[Web-SIG] setup_testing_defaults and SERVER_PROTOCOL

Isn't more appropriate for wsgiref.util.setup_testing_defaults function 
to set SERVER_PROTOCOL to HTTP/1.1, instead of HTTP/1.0, since HTTP/1.1 
is the current version of the protocol?
