[UserGroup-Advocacy] Set up a mailing list, how to proceed?

I've added you all to this mailing list because at PyCon you volunteered to
work on a committee to advocate user groups and help promote the starting
and running of Python user groups.  If you are no longer able to contribute
to this committee, please let me know.

I've set up this mailing list as separate from the normal "advocacy"
mailing list because it has a target which is much more specific than
general Python advocacy.  While the advocacy list may be a useful tool for
this committee, I think that it will be good to have a dedicated list for
this specific topic.

I have sent a message to the PSF for more information about what the
benefit of being an official PSF committee would be.  At this point I think
we can definitely begin work independent of the decision to become an
official committee.

Some of the initial tasks I would propose need to be done are:

   Come up with the goals of the committee.
   Come up with a set of action items.
   Are there any other resources the committee needs?
   A discussion of how people would like to proceed.
