If you want some folders to show tabs and not others, you can skin

CMFPlone/skins/plone_templates/global_sections.pt

to filter portal_tabs for only published tabs. Then you can check
Automatically Generate Tabs, and only published tabs will appear while
visible tabs remain hidden.
