That is correct, it is a tracker-wide setting, and the community has elected to get the notifications.  To make it a user setting would be a feature request for the Roundup tracker; their tracker is at http://issues.roundup-tracker.org/ if you want to submit a feature request there.  (I wouldn't be surprised if there already was one.)
