Ah, it was my mistake. For unknown cause the patch that I tried to upload was empty. Other files that I created for testing were empty too.

A user reported that the weekly summary is sent out as us-ascii even though it contains non-ascii characters.  The summary should use utf-8 instead.
Using _charset='utf-8' at line 705 (and later) of https://hg.python.org/tracker/python-dev/file/tip/scripts/roundup-summary might be enough.
