I now added it on the live tracker in the issue page, e.g.: http://bugs.python.org/setuptools/issue128
I don't have a setuptools account and I can't test it locally now, so I'm not sure how it looks when logged in/while creating new issues.

If it looks OK I will commit it, if you want some tweaking you can reply here or ping me on #python-dev.
