I see. You need to change your "openid.server" from "http://openid.yandex.ru/server.xml" to "http://openid.yandex.ru/server/", since this is what openid.yandex.ru says is the official endpoint URL.

The Python bug tracker notices that the reply comes from a different location than it sent the request to, and assumes cheating. That the other web sites accept this silently is a bug.
