[Tracker-discuss] [issue238] Update 'initial_data.py' to match current values

This patch makes a local instance values for fields match those of
bugs.python.org. Maybe making the IDs match would be good, if so I'd need to see
the retired values in the official tracker. 

I could also work on a script to update initial_data.py on demand (or
automatically on Class edit?).
