Should these be editable by Users themselves, Developers (their profiles or
everyone's?), Coordinators or Admins (lowest privilege)?

Also, will we add the option to sign a CA digitally to the tracker? (We could
also show a link for doing that in user profiles when they haven't signed already).

Do you want to detect issues resolved as accepted/fixes that have patches larger
that xKB by someone that hasn't signed an CA?
