These patches fix some issues introduced in 1.4.7, including:
  - fix action taken in response to invalid GET request
  - fix templates to submit POST requests when appropriate
  - fix bug introduced into CVS export and view (issue 2550529)
  - fix TLS handling with some SMTP servers (issues 2484879 and 1912923)

The fixes_1.4.8.diff patch has only the changes to roundup/*.
