I really think it would help to manually review user registration requests.
There shouldn't be too many of them (perhaps at the beginning), and it's really
important, as Paul said, that there are no "rogue" users registered.

Perhaps we should send a message to users trying to register "to complete
registration, please answer to this message, stating why you want to use the
tracker (this is to prevent spam)".
